As a HTA Manager, you will be accountable for managing complex HTA submissions to (SFDA, HTA, CHI & Institution sector) from start to finish. He/She will establish a core HTA working group, define HTA strategy and achieve internal sign-off, source, interpret and generate clinical and economic data that underpins HTA submissions in line with GSK strategy. All submissions must be completed and signed off in a timely fashion to meet internal and external deadlines.

This is a highly visible role that requires strong technical, problem-solving skills and project management skills, a HTA manager must lead on above brand reimbursement and HTA environment shaping projects and be able to communicate complex economic concepts in a clear and impactful way to the business and external stakeholders.

Key Responsibilities:

Strategic Partnership (40%)

  • Based on the changing reimbursement environment provide guidance on the implementation of health economic and outcomes research (HEOR) strategies to support the value proposition of medicine and vaccine assets.
  • Work in partnership with the market access, medical staff and commercial teams to ensure the HEOR activities are aligned with the end-to-end market access strategy.
  • Be GSK ambassador for HTA both internally and externally.
  • Lead on above brand HTA reimbursement projects to inform or shape the way we develop HTA submissions in the future. Partner across regional/global HEOR, medical and corporate affairs as appropriate.

Health Economics (30%)

  • Design, develop and/or adopt health economic models and/or provide technical vendor management for more complex health economic models including the modelling of infectious disease/vaccines, for inclusion in a health technology assessment by SFDA, HTA, CHI, Institutions.
  • Be accountable for managing HTA submission strategies from start to finish.
  • Partner with market access and RWE/outcomes colleagues to develop an asset evaluation, robust value propositions and negotiation packages for payers and other external parties, to demonstrate the holistic value of GSK’s medicines or vaccines.
  • Provide technical input into outcome study designs, RWE collection, economic models; evidence synthesis projects as well as pricing and HTA readiness activities.
  • Monitor and track the HTA requirements via relevant web sites and/or field visits for decisions and trends to inform and shape HTA submissions.
  • Use medical writing and communication skills to support the development of high-quality extracts, manuscripts, value story boards (taking into consideration of any potential data risks) and health technology assessment submission dossiers.

Quality assurance of HTA Projects (30%)

  • Provide clarity to the cross-functional team where the biggest areas of uncertainty for an assets HTA submission is and how to address to achieve formulary recommendation.
  • Conduct regular review points during, and after, the HTA submission (or touch points with academics and KOLs) to ensure any learnings are embed within the HTA team.
  • Secure alignment with brands LTO evidence requirements
  • Partner with global/regional R&D team to provide all required support for smooth operations.
  • Governance & Compliance: Ensure full alignment with local laws, regulations, and GSK related policies. Maintain clear and audit ready records of HTA unit activities.

Medical Information and Medical Governance:

  • Channel unsolicited requests for on/off - label information or safety concerns from HCPs to designated staff and ensure proper documentation.
  • Acts as a medical governance champion within the medical & commercial teams he/she works with ensuring full awareness and implementation of relevant SOPs in all activities while continuing to have can-do approach that facilitates and supports GSK to increase its scientific share of voice and deliver effective engagements that address identified medical and educational needs to best serve our patients and HCPs.
  • Keep regular update and operate within the relevant Codes of Conduct, and SOPs.
  • Works pro-actively with KEE’s so that they understand the GSK ways of working.

Complexity

  • The position requires high level of proficiency as per the medical capability framework in the relevant area of speciality, communication skills and medical governance.
  • Comfortable working across boundaries in matrix organization across functions, geographies and cultures.
  • Individual contributor with medium to high job complexity and a high level of autonomy & accountability

  • Medical Degree or Pharmacy/Science degree with PhD degree is preferred.
  • 3 years previous medical affairs experience in HTA with a successful track record.
  • Strong communication skills, with high ability to effectively deliver messages & successfully establish relations with internal and external stakeholders.
  • Experience in the preparation & delivery of effective scientific presentations with good public speaking skills in front of medical audience (speaking at formulary meetings, congresses…)
  • Ability to analyse, present and discuss scientific HTA data with external and internal partners.
  • High level of discipline, project management skills and ability to work independently.
  • Skills in business planning/acumen and ability to work in a fast pace/ dynamic changing environment.
  • Fluent in professional English language. Arabic language is an advantage.
